sftpserver: Add support for O_TRUNC while opening files

While writing the tests for remote copy using sftp ft API against libssh's sftpserver, noticed that files were not getting truncated when the client specified O_TRUNC to sftp_open().

Hence, this MR adds support for the O_TRUNC file flag while opening files (in libssh's sftpserver code)
