Add IPv4/IPv6 loopback fallback for match_localnetowrk unit-tests

Fall back to the loopback network ID (127.0.0.1/8 or ::1/128) if no other IPv4/IPv6 network ID has been found in the helper function get_network_id. This new changes should fix the build-images failed pipeline.
