WIP: Add support for "no-more-sessions@openssh.com" global request

This is a continuation of @cryptomilk on https://bugs.libssh.org/T100, adding a client side option for signalling it. The test is still not yet written but I'm willing to add as part of this MR. For now I'd like to hear any suggestions on the design.
