Update install instructions to match rhel style

As currently written, the install instructions for Librewolf ask the user to perform a full system upgrade (sudo dnf update). I assume that this instruction came from a Debian mindset, where apt update refreshes the package repositories. I have updated the instructions to remove the system upgrade, and instead use the --refresh flag for the install step, which does the same thing for dnf as apt update does.
