Remove the obsolete variable SATNOGS_DEV_ARGS

🐞 Problem

The configuration variable SATNOGS_DEV_ARGS has no effect.

The command line option --dev-args was removed from all satnogs flowgraphs during the adoption of gr-soapy, e.g. for the Reaktor-Hello-World flowgraph in gr-satnogs@12d0483. Since then the value of this option, as defined by SATNOGS_DEV_ARGS, has no effect anymore.

💡 Possible Solution

Remove the variable SATNOGS_DEV_ARGS and all it's uses.
