Check for empty transmitter/TLE files
Sometimes downloading transmitters and/or TLEs fails, leaving empty txt files and hence no passes can be scheduled.
We should add a check that throws a warning if any of these files is empty.
We should also add a command line argument to force a refresh of the transmitter and TLE files.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
