WIP: Optimize compilation of SigMF headers

Kostis Triantafyllakis requested to merge ctriant/gr-satnogs:optimize_sigmf_compilation into master

This MR introduces the -DENABLE_SIGMF_METADATA in order to explicitly compile the required header files that are used for the generation of SigMF metafiles.

The pipeline needs flatbuffers-compiler and libflatbuffers-dev packages available in buster-backports. CCing @acinonyx for this.
