Add note about 2020 resolver for pip

As discussed at !120 (comment 392798661), adding vinvelivaanilai to Polaris seems to require using the 2020 dependency resolver for Pip. More details can be found at https://pip.pypa.io/en/stable/news/#id18.

At some point it will become the default, and we can remove this.
