Release an image for 1.32 with fixed CA certificate store

This fixes the erroneous "TLS expired certificate" error for https://login.libre.space as thrown by the OpenID connect authentication plugin.

This MR introduces the use of a new branch REL1_32 in this repo. The branch was already created by @kerel via the gitlab UI based on master. By merging this MR to REL1_32 a new image librespace/mediawiki:1.32.0-2024a will be created.
