ubuntu: list desktop before server

Jeremy Bicha requested to merge jbicha/osinfo-db:ubuntu-desktop-before-server into master

The GNOME Boxes recommended downloads feature only offers the first media it finds and we want to recommend the Desktop version. See d94cd4da

Only update 18.04 LTS and releases since 20.04 LTS since this change isn't very relevant for EOL releases.

And a second commit to update the URLs for the latest 18.04 ISOs
