Draft: Parabola: Add Parabola 2021.08.11

This is a draft as it appears to be providing some errors for a few things, I'm working on debugging it.

However, I did want to ask if I should set this as a derivative of Arch despite Arch being a rolling release current the .xml.in file is based on that
