Update CentOS Stream ISO information
This MR updates CentOS Stream 8 and 9 information with stable ISO URLs.
It presently doesn't pass tests as test isodata doesn't exist for Stream 9 and Stream 8 tests against previous ISO configurations with timestamps in the name.
