spec: Don't distribute upstream virtio-win drivers on RHEL

Fabiano Fidêncio requested to merge fidencio/osinfo-db:wip/update-spec-file into master

RHEL ships its own virtio-win package, which ships all the signed drivers and the needed osinfo-db drop-in files. Knowing this, let's only ship information about the Fedora drivers when building osinfo-db for Fedora.
