Use fixed-sized U/V for fixed-sized inputs.

The change in !826 (merged) was breaking (it made U/V dynamic by default). Since we don't allow thin U/V for fixed-sized matrices and default options anyways, there is no need for dynamic sizes anyways. This restores the original U/V sizes.
