CI: don't add ToolChain PPA

What does this implement/fix?

We don't need the Ubuntu ToolChain repo for these tests. ToolChain provides bleeding edge versions of gcc, which we don't test.

Removing these doesn't seem to improve speed, but they are completely unnecessary.
