try alpine for formatting

What does this implement/fix?

Alpine appears to be the preferred choice for slim docker builds. Just an experiment to see if it works in our CI.

Additional information

Alpine 3.19 provides the clang17-extra-tools package. Alpine 3.15 provides clang12.
