fix issue: cmake package does not set include path correctly

Hi, the target eigen should be defined after INCLUDE_INSTALL_DIR so that the default include path <install-prefix>/include/eigen3 is set in Eigen3Targets.cmake correctly.

This is an important fix as many other packages that depend on eigen assume the include path ends with /eigen3.
