Use the libasr's CMakeLists in LFortran's one

Merged Ondřej Čertík requested to merge certik/lfortran:libasr19 into master

Now the actual src/libasr/CMakeLists.txt file is used as part of LFortran's build system, and thus from now on we only maintain one CMake build system for libasr with no duplications.
