Support v3 lockfiles

Taavi Väänänen requested to merge taavivaananen/package-lock-lint:master into master

V3 lockfiles are just V2 lockfiles without the backwards compatible "dependencies" key. package-lock-lint already handles that fine so we can just update the version check.
