rolls flatbuffer

This will roll flatbuffer to a more recent version. The one currently used doesn't build anymore because of some Cmake deprication. This builds fine, both on ubuntu20.04 and ubuntu24.04. I didn't test ubuntu22.04 but don't see why that would be different.

Attn @xxiinnchen Once this is merged we can roll the module in lamp_stack and the pipeline should be running again.
