Standirize total cost and consumption curve charts

Closes #92 (closed)

Modifications

FGA is no longer pre-selected when loading consumption curve page.

Consumption curve page now plots by day correctly.

Apply button added to total cost chart.

X-axis now shows date on both graphs.
