Porting with oneMath for GPU

Adaptation of the SYCL part of Psolver for GPU with use of the oneMath library. Modifications of the Psolver routines to reuse and adapt the previous oneMKL parts. Small modifications in futile directory to better take into account SYCL compilation and oneMath library. An rcfile adastra.rc to run on HPE/Cray-AMD MI250X architecture (like Adastra french supercomputer) is added.
