Fix building of chess toolbox

William Dawson requested to merge wddawson/bigdft-suite:toolbox_linalg into devel

I'm not sure why this error never occurred, but apparently I mistakenly left off a dependency of the chess toolbox when modifying the build system two years ago. I think it would appear if your linear algebra library is dynamically linked, while the rest is static.
