Update contact and description of list location and fixed layout

Users can now update list locations. Since we don't have any ownership of list locations and logically it's actually wanted that other people can edit a list location someone else had created, everyone can edit any list location. In addition to adding initiatives (which was already possible) people can now also edit description and contact.
