Provide CI Tooling for Projects

This unifies the currently available CI tooling of the various projects of the KWinFT group.

We provide here and by that unify the tooling for:

  • Static and dynamic analysis.
  • Commit message linting (documentation).

The tooling was developed and tested on the CI-Bench.
