draft: build updates: copy noarch packages, `--rebuild-dependants`

add code to copy arch=(any) packages to other arches' repos, add packages build --rebuild-dependants flag to rebuild packages that depend on the packages to be [re]built by name too. The old behaviour was to always do this, leading to incorrect checksum errors in the repos and other unpleasantries.
