Move PO files manipulation down

Tomas Cohen Arazi requested to merge thekesolutions/koha-tools/koha-testing-docker:move_po_files_handling into main

This patch moves PO files manipulation after the usermod takes place, and it also avoids running chown -R by running it inside koha-shell
