Issue #161 - Enable mpm_itk Apache mod if not enabled yet

For unknown reason it seems that I am the only one having problem with running U18 and D10.

The error I get is: koha_1 | Koha requires mpm_itk to be enabled within Apache in order to run. koha_1 | Typically this can be enabled with: koha_1 | koha_1 | sudo a2enmod mpm_itk koha_1 | koha_koha_1 exited with code 1

I assume that this patch will prevent the crash
