New What's new page

Since we're starting to add 23.11 stuff to the manual, I thought it would be interesting to start the "What's new" page. Mainly to avoid having to go back and find all the new things and describe them again...

Right now, it is not linked anywhere, so you have to know the URL to access it. (This also means that the build creates an error)

I'm not sure how to manage this page honestly. I think that submissions to the manual for new features or enhancements should probably have an entry in the what's new page.

I'm not married to anything I did here, so feel free to suggest relevant changes. I just wanted to add the entry for TrackLastPatronActivityTriggers while it was still fresh in my mind.
