Precision on which status is affected by MaxOpenSuggestions

This is following a support question I received from a client. They were asking if their custom statuses (SUGGEST_STATUS) are counted in the 'open' suggestions. They are not. Only suggestions that are 'pending' (or status ASKED in the DB) are counted.
