ERM Documentation

This is a first draft conversion of a google doc of the documentation to rst.

NOTES:

• Permissions documentation may need syncing to what they look like in Koha and cross linking adding.
• Authorized values documentation may need crosslinks adding.
• The new ERM chapter needs looking at for crosslinks.
• Images are under an /erm subdirectory under /images.. but they're all called imageXX.png and I've removed the automated height/width restrictions pandoc added.
• Images are currently referenced directly and do now contain alt text.

We could/should actually generate them from cypress tests, to keep them up-to-date. I've opened a kanban card - https://tree.taiga.io/project/joubu-koha-erm/us/141

As discussed on IRC.. merging this and Lucy will follow standard procedure to clean up any remaining issues with the semi-automated migration from our google docs to the rst's here.
