Bug 30237: Rename/rephrase AutoEmailOpacUser/ACCTDETAILS feature to clarify intended use

This commit updates the information in patron system preferences about the AutoEmailNewUser system pref.

It also adds information about the new WELCOME notice in tools and adds a note that ACCTDETAILS is not used anymore.
