Several USF sets use Display Lists, and expect that they at least
trigger display processor interrupts. Correctly enable hle_gfx in
the HLE RSP, and also handle unknown microcode with the LLE RSP
interpreter.

The warn logging was causing perfectly working USF files to
error out, or if errors were being ignored, play horribly.

Upstream the changes I made for Cog, which included blocking
out great portions of the dynarec code with ifdefs. Also
include updates to the RSP HLE code, such as memory bounds
limiting on many arguments throughout. This fixes a major
crash with Conker's Bad Fur Day.

Merged upstream changes to fix issues with interrupt handling, which results in AI interrupts missing an entire round of the count register

Update to v141_xp platform toolset. Change our stdbool.h so MSVC can include it, but only if MSVC is older than 2015.
