G1.9: Explicitly specify coordinate axis order in area/volume descriptions

KLC mandates that for instance certain footprints include the size of the package in their name. However, until now the axis order for this size ([width]x[height] or [height]x[width]) was not clearly specified. This MR makes the language of G1.9 clearer, and codifies the current practice in the librarian team.

This MR also includes a minor fix of the hugo build config for current hugo versions. Without this fix, hugo complains that it can't run asciidoctor.
