F7.6: Drill sizes are finished hole size

This was clarified a while ago in KiCad itself: kicad/code/kicad#7044 (closed)

This can be important when considering press-fit connections.

Users will have to still double-check with their PCB house, but at least the KiCad libraries should have a solid, consistent position here.
