Revise Pin1 Silkcreen Rule

The IPC-7352 specification does specify rules for polarity marking in AppendingB. The main change is that no explicit shape is defined. Instead it is up to the user to select one. It does recommend a size though. Smallest is 0.25..0.4mm, the average size is 0.5..0.8mm, the maximum is set at 1mm. The KiCad library team did select an arrow as prefered polarity marker. It should be used for most SMD packages (SO, QFN, QFP, BGA, ...).

IPC-7352 does specify silkscreen width as 0.125mm. Our default value 0.12mm is pretty close to that so we are just keeping that. The IPC-7351C reference has been removed.
