Add OrangePi Zero Plus2 hat template

I've just finally updated the template project against version 5 of Kicad, sorry for this long delay and for the original pull request disappeared, that's apparently due to me pushed force this update to the branch of my fork.

I've tried to get rid of any version 4 links, any local migration libraries and also fixed some Cyrillic titles and placement issues. Hopefully, I've managed to find all of them, and the template is now ready to be added.

Thanks for help and references on how to update it.
