Add TLV61225DC low quiescent current 3.3V Fixed output step-up converter

Added the TLV61225DC to the "Regulator_Switching" Library.

-> I updated the location to be centered better. Because there is no power pin on top, to fit in with all the existing regulators, symmetry is not possibly without moving the pins off the 100mil grid.

**Violating S4.2 - **https://klc.kicad.org/symbol/s4/s4.2/

-> Is violeted on purpose for the same reason S3.1 is violated. It follows the conventions of the existing symbols.
