Add RotaryEncoder_Switch_MP Symbol To Device Libiary

• The reason for adding this symbol is that the original rotary encoder symbol did not have an MP pin. For example, when using the EC11 encoder, the PCB spinner will report two warnings indicating that the MP pin does not correspond. Warning as shown in the figure:
