Add B3715 SAW filter

This adds B3715 SAW filter for 869 MHz. It's used by the reference design for the recently merged MRF89XA. The graphical representation and layout has been copied from existing 6-pin SAW filters TA0970B/STA1090EC and is exactly the same down to the pin numbering. Just the metadata is different (incl. footprint).

  • Remove the instructional content of this template
  • Provide a URL to a datasheet for the symbol(s) you are contributing
  • An example screenshot image is very helpful
    • looks exactly the same as existing 6-pin RF SAW Filters TA0970B and STA1090EC
  • Ensure that the associated footprints match the official footprint library
  • If there are matching footprint PRs, provide link(s) as appropriate
  • Check the output of the automated check scripts - fix any errors as required
  • Give a reason behind any intentional library convention rule violation.
