Draft: Add TLV743 family

This MR adds the TLV743 family by TI. It consists of 23 different variants (2 packages, 11 fixed voltages). I didn't bother adding all of them yet, as I'd need to change all of them according to your feedback. I'll add the rest as soon as you tell me what to change (that's why It's marked as draft for now).
