Add TI SN74AVC4T774 level shifters

Adding the following level shifter ICs:

KLR symbol check runs without errors.

Not 100% sure about the RGY thermal pad. It is slightly indicated in package drawing (datasheet page 4, upper right). Besides that, there is no EP mentioned in the datasheet whatsoever. Made it a "no connect" pin for now, but maybe we need a footprint without EP?
