Add LAN8742A

Completion of !2817 (closed), with the newly merged footprint kicad-footprint-generator!849 (merged).

Also fixed LAN8720A pin output types to match feedback from !2817 (closed), and assigned new footprint with correct EP dimensions.

I also chose the thermal via footprint version because the datasheet recommends it for "Maximum thermal and electrical package performance" (p. 129) but I'm happy to switch it back.

I believe that TXP/N and RXP/N should be bidirectional instead of input and output pairs, the buffer type is AIO for Analog bidirectional.
