Fix several issues with 74xx_IEEE library (!3720) · Merge requests · KiCad / KiCad Libraries / KiCad Symbols

Automated fixes, followed by manual touchups:

Scale symbols to be at least 400 mil high
Make hidden power pins visible, move them to top/bottom of the symbol
Prefer overlined names over inverted pin style
Use 20 mil pin name offset
Use 50 mil text size everywhere
Use background color and 20 mil stroke width for all rectangles, polylines, and arcs
Make all pin lengths be within 150..300 mil
Use uppercase for all power input pin names
