Add 74 hc4060

Hello,

this branch adds the symbol for standard logic ic 74HC4060 to the libraries 4xxx, 4xxx_IEEE and 74xx

current datasheet by ST.com: https://www.st.com/resource/en/datasheet/m74hc4060.pdf

this was also checked against the old datasheet from ti.com: https://www.ti.com/lit/ds/symlink/cd4060b.pdf

The symbol is based upon the already included 4040 from 4xxx.
