Draft: Power_protection: Add ST HDMIULC6 ESD protection

The HDMIULC6-4SC6 is a Ultra High bandwith TVS clamping diode package intended for HDMI (differential pairs and side band signals, such as CEC, DDC, HPD) in a convenient SOT-23-6 package. It can also be used for ethernet.
