Fix 2 logic symbols

Pin 3, an NC pin, was missing so the pin count filter in CvPcb didn't work.
While https://assets.nexperia.com/documents/data-sheet/74HC_HCT164.pdf, the linked datasheet, doesn't show a DIP package it is available as shown at http://www.ti.com/lit/gpn/sn74hc164. So I added the approriate footprint filter.
Sorry for the noise with 74HC237 moving.
