Added LED Driver PowTech PT4115 and PT4115E

Added the LED Drivers PT4115 and PT4115E by PowTech in SOT89-5 package.

PT4115E has the same footprint and functions as the PT4115, the only difference is a higher Vin (50V) and a higher Iout (1.5A)
