Updated jumper FP filters

Both solder jumpers and non-solder jumpers had FP filters for solder jumpers. I removed the solder jumper FP filter for the latter and added a non-solder jumper FP filter (of which we have none right now) and also a FP filter for testpoints with multiple pads which would work for jumpers.

We could add jumper footprints the same or similar to the testpoint footprints we have now, but I wasn't sure if that would be accepted having the same footprints twice.

All contributions to the kicad library must follow the KiCad library convention

  • Provide a URL to a datasheet for the symbol(s) you are contributing
  • An example screenshot image is very helpful
  • Ensure that the associated footprints match the official footprint library
    • A new fitting footprint must be submitted if the library does not yet contain one.
  • If there are matching footprint PRs, provide link(s) as appropriate
  • Check the output of the Travis automated check scripts - fix any errors as required
  • Give a reason behind any intentional library convention rule violation.
