Start an library for the new STMicroelectronics STM32G0 series. The first symbol is for STM32G071K8UxN with an alias for STM32G071KBUxN

I started with the existing MCU_ST_STM32L0 library's STM32L071KBUx symbol since that is the most similar ST MCU.
